Niagara Police Officer Suffers Minor Injuries After Being Shot During Welland Call, Shelter-in-Place Order Remains

A Niagara Regional Police Service officer is recovering after being shot while responding to a call in Welland, Ontario, an incident that triggered a large police operation, widespread lockdowns, and a prolonged shelter-in-place order for nearby residents. Authorities say the officer’s injuries were minor, thanks in large part to protective body armour, but the situation has raised serious concerns about public safety and officer wellbeing as negotiations with an armed suspect continue.

The shooting unfolded Friday morning and quickly escalated into a tense standoff that kept residents confined to their homes, schools locked down, and emergency services on high alert throughout the day.

Shooting Occurs During Routine Call

Officers Respond to Bylaw Request

Police were called to the area of Plymouth Road and Lincoln Street at approximately 8 a.m. after bylaw officers requested police presence to “keep the peace” during a municipal enforcement matter.

According to Const. Richard Hingley of the Niagara Regional Police Service, the issue involved a fencing dispute at a property believed to be an old church that had been converted into a residence.

“What began as a bylaw issue quickly turned dangerous,” Hingley explained while speaking to reporters at the scene.

Shortly after officers arrived, they were met with gunfire from inside the building, he said.

Female Officer Struck by Gunfire

One of the responding officers — identified only as a female member of the service — was struck by a bullet during the initial encounter. Police confirmed she was wearing body armour at the time.

“We believe that the body armour did its job and protected that officer,” Hingley said. “One of our officers unfortunately was hit, but the injuries were not life-threatening.”

The officer was transported to hospital as a precaution. In an update issued around 5 p.m., police confirmed she had been treated and released with minor injuries.

Suspect Contained, Shelter-in-Place Ordered

Armed Male Barricaded Inside Building

Following the shooting, police quickly established a perimeter around the property and confirmed that a male suspect was contained inside the building. As of late Friday evening, the suspect had not yet surrendered.

Authorities stressed that the situation remained dynamic and potentially dangerous, prompting them to issue a shelter-in-place order for the surrounding neighbourhood.

Residents were instructed to remain indoors, lock all doors and windows, and avoid the area until further notice.

Large Police Presence Deployed

Hingley said the decision to establish a large perimeter was made out of an abundance of caution.

“We have a heavy police presence and quite a big perimeter given the nature of the attack on our officer,” he said. “We don’t know what weapon was used, however we are going with a larger perimeter to ensure the safety of the public.”

Police warned that people in the area might hear loud noises or “bangs” as officers used tactical equipment while attempting to assess the suspect’s wellbeing and bring the situation to a peaceful conclusion.

Negotiations Underway for Peaceful Surrender

Police Seek De-Escalation

Throughout the day, Niagara police indicated that negotiations were ongoing, with officers working toward a peaceful resolution.

“Our goal is always to resolve these situations safely, for our officers, for the public, and for the individual involved,” Hingley said earlier in the day.

Police emphasized that while tactical options were being considered, de-escalation remained a priority whenever possible.

Potential Charges Pending Arrest

Hingley confirmed that once the suspect is taken into custody, he is expected to face an attempted murder charge in connection with the shooting of the officer.

However, investigators have not yet released details about the suspect’s identity, potential motive, or the type of firearm believed to have been used.

Community Disruptions Across Welland

Residents Urged to Avoid Area

Police asked members of the public to avoid a large section of Welland while the operation remained active. The restricted zone was defined as Lincoln Street to the north, Third Street to the south, King Street to the west, and Coventry Road to the east.

Residents within that area were told to stay indoors and comply with the shelter-in-place order until police determined it was safe to lift restrictions.

Temporary Shelter Offered to Displaced Residents

For residents who were unable to return home or were displaced due to the police operation, authorities opened the City of Welland Community Centre at 145 Lincoln Street as a temporary shelter.

Police noted that residents seeking access would be required to provide proof of address to ensure the facility was used by those directly impacted.

Schools and Hospital Affected

School Lockdowns and Evacuations

The shooting and subsequent standoff had significant ripple effects throughout the community, particularly for schools in the immediate area.

Multiple schools were placed under lockdown orders for much of the day as a precautionary measure. Police later confirmed that staff were evacuated from Plymouth Public School and St. Mary Catholic Elementary School.

Parents were advised to avoid attempting pickups until police confirmed it was safe to do so, adding to an already tense day for families in the neighbourhood.

Welland Hospital Briefly Locked Down

As a further precaution, Welland Hospital was placed under lockdown following the shooting. The lockdown was lifted at approximately 1:30 p.m. once police determined there was no direct threat to the facility.

Hospital officials have not reported any injuries or incidents connected to the lockdown itself.

Police Watchdog Investigating Incident

SIU Called In

Ontario’s Special Investigations Unit (SIU), the province’s police watchdog, has been called in to investigate the incident, as required whenever police discharge their firearms and someone is injured.

Police confirmed that officers did fire their weapons “during the initial interaction,” though few details have been released about the circumstances that led to the exchange of gunfire.

The SIU investigation will examine the actions of the officers involved, the sequence of events, and whether police conduct complied with the law and established procedures.

Premier Doug Ford Offers Support

Public Statement During U.S. Visit

Ontario Premier Doug Ford addressed the shooting during an unrelated news conference in Buffalo on Friday morning. He confirmed that the injured officer had been shot in the chest but emphasized that she was expected to recover.

“She is a wonderful person. She is going to survive,” Ford said. “I just want to say our prayers and thoughts are with the family. God bless her, and I pray everything is going to work out.”

Ford expressed confidence in the officer’s recovery and gratitude for the work of first responders handling the situation.

Ongoing Investigation and Community Concerns

Questions Remain About Circumstances

As of late Friday night, many questions remained unanswered. Police have not disclosed what prompted the suspect to open fire, whether there were prior interactions with law enforcement at the address, or how long negotiations might continue.

Residents in the affected neighbourhood have expressed concern about safety and the prolonged disruption, while also voicing support for the injured officer and her colleagues.

Emphasis on Officer Safety

The incident has renewed conversations around officer safety, particularly during calls that initially appear routine.

“This was a bylaw call — something that most people would not expect to escalate into violence,” Hingley said. “It’s a reminder of how unpredictable these situations can be.”

Conclusion: Community on Edge as Situation Continues

The shooting of a Niagara Regional Police officer in Welland has left the community shaken, disrupted daily life across several neighbourhoods, and underscored the risks faced by frontline officers.

While the injured officer has been released from hospital with minor injuries, the situation remains unresolved as police continue efforts to safely arrest the armed suspect. With a shelter-in-place order still in effect, schools impacted, and the SIU investigation underway, residents are waiting anxiously for a peaceful end to a tense and unsettling day.
